Why a BIA?

What is a BIA and why does Steveston need one?

A Business Improvement Area (BIA) is a non-profit group made up of local business owners and property owners working together to strengthen our commercial area. It’s officially recognized by the City and funded through a special property levy.

Why it matters for Steveston Village:

  • Creates a fair and sustainable funding model
  • Allows for long-term planning and professional support
  • Builds a stronger, unified voice for merchants

A BIA can:

  • Attract more customers through coordinated marketing and events
  • Improve safety, beautification, and signage
  • Support business workshops and local data
  • Promote Steveston as a destination for residents and visitors

What Will It Cost?

Each commercial property pays a share of the BIA levy based on assessed value.

Example:
If your property represents 1% of the total assessed value within the BIA boundary, you contribute 1% of the annual budget.

This is a shared investment that provides direct benefits in visibility, advocacy, and community vitality.

Proposed Boundaries

West: Third Avenue (not including Gulf of Georgia Cannery, Pajo’s, parking lots)

East: No. 1 Rd (not including The Maple Residences, ANAF, Tram Building)

Optional: Bayview Street southside - Onni buildings at Imperial Landing 

North: Chatham Street

South: Bayview Street
